That the Commonwealth Government commits that within the next ten years that every Aboriginal person/community has effective access to a well funded Aboriginal community controlled health service providing comprehensive primary health care including SEWB programs, early childhood, family support programs including early intervention as well as ongoing therapeutic and social support for families with complex issues.

That the initial step is a funding and planning study to estimate per capita health funding required in urban, regional and remote regions. This should then be followed by an increase in funding for 1) existing ACCHSs who are under-funded; 2) establishment of new ACCHSs where there is no ACCHS within a reasonable distance and; 3) transition of state /NT run government clinics to community control.
