Conference agrees that racism is undermining any progress on Closing the Gap. Conference calls for the Australian Government to act by fostering inclusiveness, addressing the Aboriginal incarceration rate, acting to rectify the disadvantage of disability and providing ongoing funding to successful prevention programs.

New COAG CTG headline indicators should be set addressing child development and the incarceration of Aboriginal children. A target of improvement in 2 or more developmental domains by age 5 in the AEDC scores should be set by 2025. An incarceration rate of Aboriginal children that is 24 times that of non Aboriginal children is a National Emergency. This should be 50% by 2021, and there should be no gap by 2026.
