That Early Years health, education and wellbeing services are locally developed, managed and implemented. ‘Pre-packaged’ services must recognise the centrality of local, regional and state/national support and be flexible to community needs.

this is often an area that does not receive the funds in health services due to other more obviously acute health needs of the population but it is so important to get this right. Good co-located early childhood multidisciplinary services are sorely needed in many areas.

wellness depends on good midwifery care and maternal child health care. Chronic disease comes later, prevention and early intervention needs more priority

"Locally developed" - what does this mean? "Local" as in Medicare Local or Local Health Network? Where I live these cover the whole state outside the capital city...
